Flexible Corrugated drainage installation question???Please help?

My house sits on the bottom of a hill and everytime it rains the water stands 2 inches along the back of the house and water comes in through the weep holes in the brick. I was wondering if it is safe to install a flexible currugated pipe along the back side of the foundation. I am very familiar on how to install these but didn't know if there was any guildlines on how far to stay from the foundation. I plan on being about 6 inches away from the foundation. Any help would be appreciated.
